  2. Lightly grease 12 muffin cups.
  3. In a medium bowl, mix together flour, baking powder, salt, and 2 tablespoons of sugar.
  4. In a small bowl, whisk the egg, milk, and melted butter.
  5. Combine the egg mixture with the flour mixture and stir well.
  6. For the topping and filling, mix ¼ cup sugar, cinnamon, and hot cocoa mix together.
  7. Pour half of the batter into the muffin cups.
  8. Sprinkle half of the sugar mixture over the batter in the cups.
  9. Add the rest of the batter on top and finish with the remaining sugar mixture.
