  1. Sprinkle salt and pepper on the beef. In a skillet, warm olive oil and brown the beef on all sides, doing it in batches if necessary.
  2. Place all ingredients, except for the flour and parsley, into the crockpot. Give it a good stir to mix everything together.
  3. Cover the pot and cook on LOW for 8–9 hours or HIGH for 4–5 hours, until the beef and veggies are nice and tender.
  4. If you want a thicker stew, mix flour and water together and stir it in during the last 30 minutes of cooking.
  5. Remove the bay leaf, sprinkle with parsley, and serve it up hot.
